“Report on fund raising for schooling by religion person GongQiao CaiRang”
(File BanWen Jiao (2002) No. 55) is received. In accordance with the
Education Ordinance, the Obligatory Education Ordinance, and the Chinese
Education Reform and Development Guidelines, and result of the meeting on 18
October 2002 at the office of the head of the county, County Government, we
agree in principle to the fund raising for schooling by religion person
GongQiao CaiRang, and report to the county committee accordingly. We hereby
approve to the fund raising for schooling by religion person GongQiao CaiRang
as follows: |

|
1. Name of school: Ban Ma County Tibetan Primary School |
|
|
|
|
|
| |
|
2. Nature of school: Ban Ma County Tibetan Primary School is private operated and state
managed, i.e. the school founder GongQiao CaiRang will be the honor
principal, he will be responsible for the fund raising for school founding
and guarantee the steady funding for school operation, the county government
will appoint the executive principal and responsible for the management of
the school. |

3. School curriculum: The school curriculum is designed in accordance with the national
education guide-lines, the standard books and education material common to 5
states will be used. Classes including moral, Tibetan, Chinese, Mathematics,
and English, similar to other schools in the county. Concurrently, the
students will be taught Physical Education, Arts and Craft, Patriotism,
Fellowship and Socialism. The education will establish the basis for
ideology, moral, discipline, legal, national defense and unity of peoples,
for the future development of the students. |

4. Teaching staff resources: In order to guarantee the quality of education in
moral, Tibetan, Chinese and mathematics, the County Education and Technology
Department will assign high standard and responsible teachers to the school.
The school will employ the supporting staffs and the English teacher, who
must have passed the examination by the County Education and Technology
Department. The school will pay their remuneration and salary. |

5. Scale of the School: It will be a 6-year boarding school, limited to
enrolment of 30 students per year. Enrolment should include children of
schooling age from the whole county of 8 villages and 1 town, from poor
herdsmen and farmers, and orphans. The school should not refuse girls.
Student graduated from year 6 will continue their education in county Tibetan
secondary schools. |

6. The school building: The school will be sited near the county seat. The
exact location and coverage is subject to separate approval. The construction
must go through proper official procedures, and assured to start schooling in
August 2003. The school building can be modern but retaining special Tibetan
characteristic, but must not possess strong religious feature. No religious
construction is allowed in or outside, during or after the construction of
the school. |

7. The school must persist 4 basic principles: insist to build up socialistic civilization, and
spiritualization; abide by relevant laws and regulations; sincerely execute
the national education policies; willingly abide by the guidance, evaluation,
inspection, supervision and management of the government education management
department; persist to execute the national educational policies, direction,
rules and goals. The school will be warned, ordered to rectify in time,
forbid to enroll, if any of the following happened: 1. Bad influence resulted
from school disorder due to poor management; 2. Quality of education seriously below standard; 3. Seriously violate the purpose of
schooling; 4. Fail to assure school
operation funds. The school will be
closed in case of serious infringement. The government will reclaim the
school premises and land for other educational purpose. The students will be
relocated by the County Education and Technology Department. |

8. The school should execute the religious policies
stipulated by the Party, and must persist to the principle of separating religion
from education. The school should not perform religious activities, nor
preach religion to the students, nor develop follower of religion. Deviation
from socialistic education is forbidden. |
|
|
|
|
|
| |
|
9. Upon successfully founding the school, a well organized financial and
asset management must be established. The school must persist on the
principles of open account, hardworking and frugality, and strictly abide to
the national financial disciplines. The school should willingly allow the
supervision and inspection of the educational, financial, accounting, banking
and other relevant authorities, and to ensure the education fund is applied
appropriately. |

|
The account of the school
will be audited independently, assume sole responsibility for its profits or
losses. The school can accept donation funds from individuals or parties from
foreign countries or China. The procedures regarding receiving of donations
must follow the national financial provisions. The school should follow
agreement and the national rules regarding civilian founded schools to spend
all the funds on school construction and development. A schooling education
fund should be established to deposit the funds not yet applied to the
school. No other organization or person is allowed to retain, use or possess
the money. |

10. There should be a
medical room in the school, the hygiene and health care facilities should be
developed in stages, to prevent decease and sickness common to the students,
to ensure the health of the students. |
